Governance

A guardrail institution must itself be guarded.

Independence is not a slogan. It must be protected through structure, rules, transparency and checks and balances.

Designed against capture and founder dependence

The proposal anticipates risks including partisan capture, donor influence, conflicts of interest, concentration of authority, mission drift and dependence on a single founder. Governance provisions would need to distribute authority, require disclosure and make accountability visible.

The better the founders succeed, the less FGAC should depend on them.

Proposed FGAC organization structure

Core design commitments

Multisector balance

No participating sector should dominate the institution.

Nonpartisanship

The institution would not serve a political party, administration or campaign.

Transparent accountability

Conflicts, funding, methodology and important decisions would require clear rules and disclosure.

Governance design remains open to rigorous review.

Lawyers, governance practitioners, civil-society leaders and institutional partners are invited to identify weaknesses before formation is considered.
