About

A proposal intended to outgrow its originator.

FGAC is presently an institutional design offered for serious examination, testing, improvement and possible future adoption.

Origins of the idea

The proposal grew from decades of work and study in internal control, public administration, governance and systems thinking. It responds to a persistent question: why do corruption risks return even when institutions, rules and reform programs already exist?

The resulting design places attention on whether governance guardrails function in practice and whether independent civic participation can reinforce lawful public institutions.

Current project status

The institutional design and two-volume publication are in final development. FGAC has not been legally constituted, has no announced Trustees or founding members, and does not yet conduct institutional activities.

About the author

Manolo Areta Kagahastian, CPA, MBA, CESO

Manolo Areta Kagahastian is a retired Philippine public-sector executive and author whose professional experience includes internal-control systems, corporate governance, management information systems and systems-thinking approaches to institutional problems. The FGAC proposal draws on that experience while recognizing that a credible future institution would require collective ownership, multidisciplinary review and independent governance.
